200,000 gallon steel water tank

I'd like to know if anyone has any info about the tops of the 200K gallon
steel water tanks. This is kind of a two-part question because I realize
that not all of them were the same. For example, in discussions with Matt
Goodman, we have realized with the help of N&W maps that the water
treatment plants at Dorney (Circleville) and Iaeger (Auville yard) used the
200K tanks in reverse order. At Iaeger the tank was used to store treated
water before supplying water to the standpipes, but at Dorney, the large
200K gallon tank was used to store crude water from the creek, before going
to the treatment tower.

In these 2 photos, provided by Ken Miller, we see what appears to be a
complex chemical treatment piping arrangement.  This particular tank was at
Shaffers Crossing.

1. Was this a solid/rigid, floating structure? It appears to have standing
water  (see reflection), and it appears to have a riveted base of straight
seams of steel panels.
1a. Why is there what appears to be a hole in the side of the tank, as seen
in the interior view?


2. Would this be a pretreatment tank, or a post treatment tank? What  is
the purpose of this pipe arrangement?
