N&W Engine Coal Policies/Practices

 Never seen such a document on the 'W.  I can tell you that N&W established a Fuel Department in 1917 and operated three captive mines: Vulcan, Pond Creek and Howard Collieries of N&W Ry.  Vulcan was the first to go (beset with labor problems, miners killed the superintendent); Howard was done away with about 1956.  Pond Creek (which had an aerial bucket line to the Williamson coal wharf) was sold and operated by another company after the demise of steam.
I have scrip pennies from all three mines and a dime from Howard Collieries of N&W Ry.  Higher denominations are hard to find -- never seen a 50-cent piece or a dollar.

Prior to the establishment of the Fuel Department, I know that coal was available for delivery over top the double-track mains on short trestles. Borderland and Keystone were two of the places.  Borderland certainly makes sense, as it was owned by Stone Printing interests of Roanoke.

 I just perused Missouri Pacific Circular No. 70 of January 1, 1938, a 28 page document which detailed how that railroad wanted its engine coal handled.

The document listed which Divisions were to receive coal form which mines, and which yards would hold the coal until until forwarded to the coal wharves. One strange sounding stipulation was that coal wharves were to keep on hand only a 48 hour supply of engine coal, which seems none too prudent when one considers weather, wash-outs, wrecks, cars frozen solid in Winter weather, etc.

Reading this item made me realize that I have no idea what system and policies the N&W had in place for supplying engine coal to coal wharves and engine terminals, and have never seen any instructions pertaining to such matters as who was responsible for keeping coal wharves supplied.

Does anyone know how the N&W handled matters surrounding the supply of engine coal ?
