K2 119 hose/pipe fittings Otto Perry picture

While on the subject of 4-8-2's and Otto Perry, here's a K2 question.
I found this photo and have a question about some of the hoses or piping
seen fitted to the tender and trailing truck, as well as loosely fitted
along the bottom of the firebox. Are these for lubrication? Is it some sort
of trial, since it doesn't appear very thoroughly fitted and permanent.
