 David, 
The 'C' plate you reference is the designation plate for what class of tender it is....in this case, a class C tender.  You can use that class designation to look up the capacities of the tender.  I don't have any of my books handy at the moment or I could look it up for you.  Many of the tenders on the big engines look the same at a glance, but there are some subtle differences based on the different classes.

The only closeup photo of the rear that I have run across in the last couple of days was taken in Salem, VA on 5-12-15. No number on the tender in this photo. Just wondering if that's tender 220082?
