USRA Coal Traffic Flows

In Alex Schust’s “The N&W in West Virginia”, there was this following sentence regarding the proposed N&W / VGN merger in the twenties:

In the plan Ripley recommended that the N&W and Virginian be consolidated with the Toledo & Ohio Central and Kanawha & Michigan based on the efficiencies of moving coal east via the Virginian and empties west via the N&W as was demonstrated in World War I

The sentence in bold caught my attention, and pointed out how little I know about the USRA’s involvement in traffic management. Is there a good (and accessible) history of how the USRA affected operations, especially in the context of coal movements?
