I'm with Jim, Floquil's SP Light Lettering Grey is the best color, if you can find it. Be careful with colors from TruColors, as they have been off on come greys, Their L&N Grey is almost charcoal black. You can also use Light Gull Grey from most any military paint line and that will be close as well. The only covered hoppers that had an odd grey were the HC77, HC79 & HC81 classes of cars, which were all built after 1980. They had a darker tone, almost blueish tint to them. I suspect there was a change in EPA regulations on paints about that time that changed the formulation.

Is the shade of gray used to paint covered hoppers specified anywhere?  From photos it appears that it may have varied over the years or from class to class.  The early ones look quite light while later ones a bit darker.  Also, does anyone know how to talk about the scale  of shades between white and black unambiguously?  A little looking on line seems to result in a chaotic mix of RGB values and photography/ painting discussions.  One I saw several times was neutral gray being defined as 16% reflectance.  Anyone able to bring some order to my confusion?
