Sounds like the most logical explanation to me re 5-1-71 movement.

Does the consist info below come from a Dispatcher's Record Sheet? Is a
departure time shown? Any photos of this movement? Here's No.18 of
4-21-71

There has been discussion before as to whether there was an 18 of
5/1/71. By the Amtrak law, there shouldn’t have been except the Southern
did need to run 18 Lynchburg to Washington and with 17 of 4/30 having
run to Bristol, there would have been no equipment in Lynchburg for it.
So it makes some sense that the equipment in Bristol moved to Lynchburg,
either as an 18 of 5/1 or as an extra. But even if it moved as 18, it
might have done so without passengers.
