Brian, from the February thread the answer to this question was a consensus “I don’t know”. I’m pasting in Jim Nichol’s response as a sample (I saved it since I was the one who asked this question in February.)
So far as I can tell, this happened only at Columbus, and I have no idea why. Photo of 321 with graphite boiler and cylinders showed up in Ron Rosenburg's 1973 book of N&W steam. The Bristol shopmen painted runningbord edges white or silver on the Abingdon branch M's, so I figure the Columbus shopmen had a similar attitude about N&W standards.
