Graphite Boiler Jacketing

Hi all. The Gary Kreines channel on YouTube has several mis-fifties color films posted, including the following. 

At about the 2:08 mark are several sequences of an S1 at Joyce Yard with a silver jacketing on the boiler. I assume this is graphite paint, similar or the same as applied to unjacketed smokeboxes.  

A couple of Facebook commentators say they remember seeing these on occasion - but the so-far unanswered question is why this was done? 

Is it a primer layer? Were they out of black paint? Crew pride?
