Ed -  Sanding the flues is normally done only on oil fired locomotives and last time I checked the N&W did not have any oil burning steam locomotives.

Well it’s a bucket used for just about anything you can use a bucket for it has no special propose. They where used for dope buckets, paint 
buckets many other uses there must be a gazillon of them out there I have seen at least four this month in antique stores plus I have a few
