It looks to me like Arthur. There was just one middle track there but it had crossovers in the middle. The two passenger trains are moving “wrong main” but this district was CTC on both mains from Pelton to at least Elliston.
I’d love to see a photo of Arthur Tower’s interlocking plant – track diagram.

Subject: track arrangement
There is a slide currently on Ebay:
https://www.ebay.com/itm/N-W-NORFOLK-WESTERN-Railroad-Steam-Locomotives-Trains-1987-Photo-Slide/184533563629?_trkparms=aid%3D1110006%26algo%3DHOMESPLICE.SIM%26ao%3D1%26asc%3D225085%26meid%3D17c7504e75bb46daa1259694ae1d9393%26pid%3D100005%26rk%3D1%26rkt%3D12%26mehot%3Dpf%26sd%3D284073460798%26itm%3D184533563629%26pmt%3D0%26noa%3D1%26pg%3D2047675%26algv%3DDefaultOrganic&_trksid=p2047675.c100005.m1851
that shows what appears to be an interesting arrangement of track. It looks like to me that there are two side tracks that are merging back into the double main with the facility for both side tracks to access either main. Can anyone ID the location and/or provide any information on the layout of the physical plant here?
Thanks,
Jim Cochran
