Baggage tags

Does anyone know when brass luggage checks on leather straps were replaced by serial-numbered card-stock tags attached by twine?  My guess is that this occurred around 1905 but I do not have a primary-source document confirming the transition.  I have attached a brass local baggage receipt check image and two paper tags; one for interline and the other for local baggage.

If anyone has pictures other other N&W luggage tags of any period, I will welcome the images for reference.
