Here is the SCC info that covered conversion to mixed freight operation. "By
petition filed with the Commission the Norfolk and Western Railway Company
seeks authority to revise the schedules of passenger trains Nos. 35 and 36
between Lynchburg, Virginia, and the Virginia-North Carolina State line and
to operate these trains in mixed passenger and freight service." Case 11452
was ordered on February 12, 1953, and heard in April 1953. See

The request was denied and Commissioner Cantrell issued a long statement

The Norfolk & Western appealed to the Virginia Supreme Court of Appeals and
the order was stricken. There was a new filing in October, 1953:

A new filing was heard and the order of March 26, 1954, allowed the N&W to
"revise the schedules of passenger trains Nos. 35 and 36 between Lynchburg,
Virginia, and the Virginia-North Carolina State line and to operate the
trains in mixed passenger and freight service" once North Carolina
authorized the change in schedules between the NC state line and Durham.
