Jeff:I don't have the answer -- maybe investigators availblehad been assigned to other accidents.  There was anincident at Bridge #5 at Norfolk in October, 1918 (as Irecall) that involved two light engines that plunged intoEastern Branch.  This was never investigated by the ICC.
One other possibility -- the Locomotive Inspection Bureaualso made investigations dealing mostly with mechanicalfailures.  Although their results were published, they didn'tseem to have the circulation that the accident reports had.Can't recall the engine number, but there was a rear - endcollision on the Kenova District where a Class A had aboiler explosion following the collision.  This was investi-gated by the Locomotive Inspection Bureau.
