I lived in Norfolk 1973-75 and recall the whistle at Lambert's Point. Also they had 2 boilers mounted high that looked like M-2 boilers.

Might not hear this much longer, so I recorded it on May 21, 2020
Rick Rader said it is controlled by a gearmotor rotary valve.
That explains why the sound winds up at the start and winds down at the end.
