Rick:The State of India required a 3rd brakeman for trains of 68 cars or more.Qualifying eastbounds leaving Ft. Wayne had the 3rd brakeman inplace until it crossed the state line near Payne, OH.  There the 3rdbrakeman would drop off and wait in the station for a westbound to getback to his home terminal.  If the layover was extended, NKP (laterN&W) would send a taxi from Ft. Wayne to pick him up.                                                   Harry Bundy
