The exhaust nozzle at the end of a muffler is located at the end of the cab not far above the rail level and is aimed underneath the tender.  Will Sadler gives a good explanation of what it does.

Would the blow down be located near the rear tender truck? Usually I have seen them somewhere near the firebox.

I was just watching a youtube video on N&W articulateds. At about 24:19 there's a scene with a Y-class running by itself with a large amount of steam coming from what appears to be the center of the tender. What would that be coming from there?
