In June 1947 the ICC required that a railroad be equipped with block 
signals in order for passenger trains operate 60 mph or above, so 
without block signals on most of the VGN, passenger trains after that 
date would have been restricted to no more than 59 mph.  Was this ever 
exceeded???  As a practical matter, who knows???
