Photo Detective Time

I need some “photo detective” help with this early postcard photo. It is
purported to be from the N&W Shops; it was purchased from a Salem eBay
dealer; and it has a sign on the building that says “Cement...” and a
smaller sign (not readable in this post) that says “Paint...”

...Nothing in the archives database to suggest any of this is true. Any
good eads from this group?
