That is a westbound train passing under the Colorado Street bridge in Salem.

The signal number is 264.4 and it stood just west of the bridge.

There is no telling what the reason is for the second locomotive being four cars back of the canteen.  It is a smaller steam locomotive with a (obviously) front mount bell. So, my guess is it 

It appears to be freshly outshopped, and all I can think of at a late date appears to be a K1. Now, I seem to recall there is at least one photo elsewhere showing something similar to this scenario near Walton. 

Freshly shopped locomotives were usually broken in before being sent back, perhaps that is what is going on here, and it is headed back to where it was to be used.
