N&W Station Train Order Signal Position

On the N&W, I don't believe there were provisions for a Form #31 trainorder.  If a train's superiority became restricted, the dispatcher wouldissue a Form 31 - which required that the train stop and the conductorsign the train order before the movement proceeded.
On the old Norfolk Southern, when a Form 31 was issued, the train ordersignal was left at a 90 degree angle and a red flag was placed onthe signal staff.  Not widely discussed but  If the dispatcher was confident that the train crew would comply with the restrictions, he'd direct theoperator to sign the conductor's name and the "31" order would be handedup on the fly.                                                                  Harry Bundy
