Shenandoah Valley Annual Reports

 Good morning:

I have heard that there were no Shenandoah Valley Railroad annual report numbers 1 and 2. It has been said --by, I don't know who-- that they began with number 3 to coincide with the third annual report issued by the Norfolk & Western Railroad. I would like to know if that is a fact since I have never seen issues 1 and 2. I am also missing issue 4.
