An interesting feature visible in the photo is the rubber tracks similar to those on a mini-excavator.   If you look at the first photo I sent where the machine is at the tunnel portal, you will see the rail is being replaced, there are loose tie plates in the middle of the track.   So the crawler tracks allow the machine to move along the roadbed without benefit of the rails being in place.

At first I was in Abram's camp, except I thought it might have been an exotic weed burner.   Google is often helpful and seeing the manufacturer's name in your picture led me to the answer.
