Richlands coaling tower?

Here’s a related drawing showing the new 250 ton coaling station being proposed in Aug 1949. So if the date on this slide is correct it would be a very late photo of the 1916-1917 era coaling station.

It’s still a puzzle, because in 1950 there was a large concrete coaling tower at Vicker which still stands.

That is a westbound train at Vicker, VA just west of Christiansburg.

Is this taken at Richlands VA?  No location on description but all of the Southern equipment makes me think this is either headed to or coming from Bristol.
