   WJP:You are correct -- looking at local instructions in the Lake Erie Tometable #1 (eff. 03/01/1981,  for Cleveland it shows "Eastward automatic block signals 1804, 1788, and 1774 will displaya flashing green for Clear and a flashing yellow for Approach.  Rules 281 and 285 Book of Rules modified accordingly."
There was a flashing red on NKP (Rule 292B ?) that allowed a train to pass a STOPto do switching.                                                       Harry Bundy
