Not airline fares, passenger rates, today's contract
freight rates, but the pre-1980 federally-regulatedfreight rates -- although the authorities attempted topromote equality,  those familiar to applying theproper rate found "holes" in the tariffs. For certainsteel products from Pennsylvania to the South,  acar could be hauled out of the switching limits atNorfolk and re-billed cheaper than the through routerate.
Coal for Hamlet, NC was billed to McColl, SC becausethe rate was cheaper for South Carolina points, than forNC stations.  The coal never passed Hamlet, but to avoiddiscovery, SAL filled out fake wheel reports, had the agentat McColl retire the waybills, and include the (non) receiptof the loads on the daily report.
