I don’t know what to say. I’ve gotten many widespread reports both here and to thearrow at nwhs.org on arrival.

As I understand this, most bulk rate publications are handled at the time the local route carrier wants to handle them, as they are not considered a timely publication and have no definite time frame of delivery like a priority mail package.
