Jim,
Minor correction: Original Y2a Roanoke-built group was 6 locos, 1705 – 1710 according the Prince and Jefferies text.
1700 – 1704 Roanoke-built were originally Y2 later rebuilt to Y2a.
But how does this explain what appears to be double builder plates? Yes, please share photos of both type of plates.
I also find photos of Baldwin built 1716 and 1717 with these same type of double plates.

The original class Y2 were rebuilt in the early 20's as class Y2a. Only the 1704 to 1710 were built as class Y2a. With the exception of the the original 7 Y2a, all others built by Roanoke and Baldwin were given an additional Roanoke Shops Y2a rebuilt when rebuilt.
