>Mail storage cars were next as postal workers often need to get mail bags
from the car and sort them as well.?

If you were to look at a large number of train consists you will find that
more times than not storage mail and express boxcars were ahead of any
working RPO, with the exception of express trains which could have cars
just about anywhere in the consist.  This was done because of the cars were
being secured and not needing to be accessed en route.
