The Strange Case of the "M. & W." Division

Any idea how the Maryland & Washington Division came to be responsible for 581 feet of "main track" + 2.4 miles of branch lines in the middle of the Radford Division?

 

I think we need to turn loose Super Sleuth Mr. Aytsch Bundy on this Mysterium Tremendum et Fascinosum.  He always "gets his man," you know...
