These were headers on each side getting steam from the jointed piping just aft.  The headers on each side were connected by a pressure equalization pipe from which pipes to the cylinders on each side were connected.  None of the N&W articulateds had “flexible” piping, meaning that the piping itself flexed.  They were all jointed.

    It is the ball joint housing for the front engine.
