N&W 2-8-0?

That is 4-8-0 Class M 475 after it was retired in 1959. The light and number plate have been removed, and the number painted out on the cab; the stack was added in 1956 when it was made into a historical relic to be used in commemorating N&W predecessor railroad events, etc. In 1961 N&W sold the engine that later went to Strasburg and is now under steam there.

The NWHS archives has a unlabelled 3x5 "snapshot" of what appears to be a 2-8-0 with a N&W labelled tender. I'm guessing its a W class perhaps but the stack and headlight bracket don't match any I could find (Jeffries Giant of Steam).
Anybody have any ideas on this image?

The photos in this collection appear to be late 50s early 60s. No dates are locations are given. Only "J.B. Perske".
