Thank you Mr. Bundy and all of those who have helped me look into this.   If anyone can help me find a photo of the facility at Norton, I would be forever in your debt.

Some of the bound volumes of the Norfolk & Western Magazine have
a general index.  From the collection at the archives, I found two articles
from Vol. III.

pg. 481 (June, 1925) "New Icing Plant at Clare"

". . . .Modern re-iceing station has been completed at Clare (Cincinnati Terminal)
and was placed into operation March 12.  The plant will accommodate  eight cars
cars at one time, four on each side. . . . .."

pg 763 (September, 1925) "The Latest in Icing Stations"

. . . ."Improved facilities at Roanoke Will Aid in the On-time Movement of  Perishable Freight"
. . . . .The Plant consists of a double-deck platform that will accommodate 24 cars on each
         side, an unloading dock five car-lengths long, an ice crusher, salt room, office,
          and laborers room  . . . . . . .
