There is a similar problem with bridge strikes in the UK which can and routinely does disrupt train services. The culprits (usually truckers) seem to ignore the low bridge signs with impunity. The insurance ramifications must be complex but how the issue of disruption, loss of revenue and wider inter-personal complications are resolved never seem to be recognised. The use of hanging chains with bells on approaches to low bridges as warnings to truck drivers seems, regrettably,  to have gone out of favour.

This would make sense in that the bridge would be more visible to tall 
vehicular traffic on a dark and stormy night.

At Continental, OH, the Buffalo- Chicago main line crossed 2nd Street

on a plate girder bridge.  Despite advanced warnings for motorists

that the underpass had sub-standard clearance, many oversized

vehicles have struck the bridge and knocked the main line (good for 60 MPH)

out of alignment.  Finally, the railroad installed a sensor and when the

bridge is struck, signals warn approaching crews to be on the

lookout.                                 Harry Bundy
