"Towers" without interlockings on the N&W

Back in 1942 the N&W developed a chart entitled "Complete Schedule and
Record of Fireproofing of Interlocking Towers on System." On it is listed
Lovitt Ave., Norfolk, a one story, 7'x7' structure.  Under remarks for this
"tower" are these words:

                "Supervisor Davidson says this is not an Interlocking Plant.
Signals only.  One man can handle trains should the tower burn down."

Would this qualify, Abe, as a "tower without an interlocking?"
