There is a Wye in Bristol --- just west of Commonwealth Ave --- but the track condition is not good. It would require moving the train across town (up hill) and flagging it as it went. But more to your plan: After the initial interest by folks aching to ride a train, I doubt there would be a steady flow of people wanting to go the rail route to D.C. Moreover, if the airlines saw such a market they would schedule a flight from Tri-Cities.
