Merging the Virginia Division into the Pocahontas Division

Just conjecture on my part but Wil the VA Div. Disappearing. Those symbols
won't be assigned to any particular division. So if you ask me there is a
good chance that those V symbol trains will integrate into the Poca. The
Poca. Already has U symbols for the mine runs and Locals, and J for the
pushers.
