All the Class Is are pretty much in the same boat (sorry)  see stories at

Complicated new technology, difficulty putting up thousands of radio 
transmission stations in the middle of no where, FCC requirements for 
licensing said radios,  do little congress [the extension for PTC is 
tied up in a funding bill for the hiway trust] , etc.
