It is the engine in the park, and that is how it got its low number. Originally  N&W 201, the VC renumbered it 7 when they bought it from N&W. When N&W took over the VC, they just kept the number VC had given it. (also the 4,5 & 6)

 Some 26 years ago I was allowed to copy a glossy postcard of Virginia - Carolina No.7 supposedly at Abingdon in 1917. Suspect this is the preserved locomotive in the park in Bluefield, VA-WV.
