Strange sight at Superior

A "bill box" for waybills was my guess too. There was a similar mailbox
at the west end of the center siding at Claren in May 2014:

Here is an older style of bill box, photographed at Walton, VA in 2003:

As you can see, it was clearly labelled for its intended use. I presume
the mailboxes are just a cheaper, standard 'off the shelf' solution.
