My understanding of TimeTable and Train Order operation is it is for dark (unsignalled) territory.  Once signals came a new set of rules came and when a train could go and stop and all else.  We didn't need TT&TO any more..sort of what mechanization did to the labor force.  So for the N&W Shenandoah Division mentioned, once signals were there...The NMRA Operations Special Interest Group has reprinted a book called 19 East Copy Three  which goes in depth about TT&TOwww.opsig.org
