That was the approach signal for the east end of Arthur middle track; it had a provision for displaying an approach medium indication if a train was heading into the middle track. The diagonal to the left on the lower head meant that the signal could display a restricting aspect for a following train on the grade.

The next signal would be a crossover. This signal would be able to display Approach Diverging letting the engineer know that he is crossing over at the crossover.
