I suspect more so availability and not so much politics had something to
play with the choice of caboose.  Who it was acquired from and when it was
acquired (concidering its a C32P I suspect that it was after most if not
all more histoically correct cabs were already gone) plays a part in what
can and can't be done as far as accuracy goes.
