VGN milepost 309

I am aware of two more of these.  At MP 279, and at 299.  279 is for
sections 32 and 33, and at MP 299 for sections 34 and 35.  I found
them and documented them when I was a relief signal maintainer on the
Whitethorne signal territory a couple of years ago.
