Just a guess, but this may be a switch for a funicular or cable car railway. Wikipedia explains configurations of these things. http://en.wikipedia.org/wiki/Funicular They exist in 2, 3, or 4 rail configurations. The 2 or 3 rail operations require a switch for cars to pass in the middle of the line. There are several U tube entires as well.

This image has appeared repeatedly in a switch manufacturer's ad in various railroad trade journals. It appears to offer three different routes through it. Can anyone explain where such a switch would be used?
