Cylinder Valve

A photo would help.  Absent that, are you referring to a circular, spoked valve handle located in a relatively small square recess in the side of the cylinder, similar to the C&O and PRR 2-10-4's?

Does anyone know what the valve located on the side of the cylinders on some locomotives is for?  The valve handle is recessed in the side of the cylinder between the valve chest and cylinder.  None of my Locomotive Cyclopedias show any info.
