Thats an interesting question, I don't know what they did in the 
telegraph days, BUT, a good idea is having a central place time is kept, 
and on the telegraph, send notice they are about to send a time "knock" 
say at the "knock" it will be 7:am, the sender hits the telegraph key 
and its 7am exactly.
