SPANGLER NOT TO LEAVE NORFOLK AND WESTERN

Report That He Was Going to C. & O. Had Been Given Considerable Credence
    While no official denial has ever been given, a report that originated among the Chesapeake and Ohio coal operators to the effect that D. E. Spangler, superintendent of transportation on the Norfolk and Western, was to be made general manager of the Chesapeake and Ohio, it was yesterday learned here on reliable authority that Mr. Spangler will not accept the position on the 1st of January, as was reported.  The report was given considerable credence among the railroad men of this section because of the peculiar ability of Mr. Spangler, and because of the fact that it is reported in certain financial centers that the Chesapeake and Ohio is to have a new general manager.  It is now said that Mr. Caples could hardly be expected to make such a change on such short notice, because he has hardly had time to acquaint himself with the various phases of railroading on the Chesapeake and Ohio.  Those who know Mr. Caples here, and all of the men in official capacities do, state that Mr. Caples would not have accepted the position if he had not been given a free hand, and they point to the change in the board of directors on the Chesapeake and Ohio before Mr. Caples took the place as proof of a change in the direction of the road.

[M. J. Caples had been Pocahontas Division superintendent on the N&W before leaving in August 1905 to be the chief engineer on the construction of the Carolina, Clinchfield & Ohio Ry., where he later became General Manager.  He then became a Vice President of the C&O.]
