I suspect the following:

The name "Cannonball" was given to the train by the ACL N&W only. It operated from Richmond to Norfolk and return using N&W crews and equipment. Connection at Richmond, in later years, with the RF&P varied between train numbers 23 - 89 - 75 - 24 - 76, perhaps coach passengers changed trains there and pullman cars were switched to these trains. But my suspicions could be wrong.

You're correct -- only the sleeper went through New York to Norfolk. Coach passengers made an
early morning train-to-train transfer at Broad Street Station, Richmond. Incidentally, at one time
the "Cannonball" handled a sleeper New York to the Cavalier Hotel at Virginia Beach. Beyond
Terminal Station at Norfolk, the sleeper was handled by Norfolk Southern's Electric Division.
