Of course the temporary trackage rights lasted from 1917 to 1927 on the
Scioto Division as the C&O built its Northern Division from
Sciotoville/Limeville, KY to Valley Crossing. The C&O got on to the N&W at
Gregg's Hill just east of Glen Jean where the DT&I swooped under the C&O
Northern and headed over its own bridge upstream of the N&W bridge. The C&O
had a steep connection down off of its elevated right of way connecting to
the N&W.

At the end of 1927, it was pretty clear , reading between the lines, that
the N&W was very happy to see the trackage agreement cancelled. They felt
that the C&O was a hindrance to the effective flow of N&W trains up this
line. Never the less, the C&O lease paid for many improvements in the line
made from about 1912 through 1917. There is an article about this
arrangement in the 1997 ARROW written by me.

C. & O. IS TO USE N. & W. IN TRAFFIC

------

Arrangement to be Temporary Only and Terminates in Two Years

It is learned that negotiations are going on between the Norfolk and
Western and the Chesapeake and Ohio railways by which the Chesapeake and
Ohio traffic for the northwest is to be handled by the Norfolk and Western
from Kenova to Valley Crossing. At the latter point it will be delivered to
the Hocking Valley, which is controlled by the Norfolk and Western [sic.
Should be Chesapeake and Ohio.] and go over that line to the lakes.

The arrangement is to be only a temporary one, lasting not to exceed two
years and will terminate when the Chesapeake and Ohio completes its double
tracking work on the main line and the improvements under contemplation on
the Hocking Valley south of Columbus. The latter include the bridging of
the Ohio, at a point not yet announced.

The Chesapeake and Ohio and Norfolk and Western arrangement would mean
the sending of approximately 500 loads a day over the Norfolk and Western
and would mean the employment of a number of additional train crews on the
Scioto division.
